Procurement and Contracts

Our Commitment

Dalton with Newton Town Council is committed to being fair, transparent, and responsible in how we spend public money. We follow the Public Contracts Regulations 2015, the Transparency Code for Smaller Authorities (2014), and our own Financial Regulations to make sure every pound of council tax delivers value for money.

How We Buy Goods and Services

We follow a tiered approach depending on the value of the contract:

  • Up to £1,000 – usually a single quote is sufficient, but we always look for best value.
  • £1,001 to £25,000 – we seek at least three written quotations.
  • Over £25,000 – we advertise the opportunity publicly, including on Contracts Finder (the Government’s online portal for tenders).
  • Over £213,477 (goods/services) or £5.3m (works) – full tender rules apply under the Public Contracts Regulations 2015.

Current Contracts (Over £5,000)

In line with the Transparency Code for Smaller Authorities, we publish details of all contracts over £5,000:

Supplier       Description     Value Start Date End Date

This table is updated annually and whenever new contracts are awarded.

How We Choose Suppliers

When awarding contracts, we consider:

  • Price – best value for money.
  • Quality – suitability of goods or services.
  • Experience and reliability – proven track record.
  • Social value – supporting local employment, sustainability, and community benefit.

All decisions are made openly by the Council in line with our Standing Orders.

Transparency and Accountability

We are committed to openness:

  • Details of contracts over £25,000 are published on Contracts Finder.
  • All contracts over £5,000 are listed on this page.
  • We comply with the Freedom of Information Act 2000 and the Data Protection Act 2018 when handling supplier information.
